Friday, July 22, 2016: 4:00 pm (Friedman): A handful of representatives from governments, the private sector, and civil society comprise an international working group of the Freedom Online Coalition (called “An Internet Free and Secure”) that is tasked with harmonizing human rights and security. But protected rights like privacy and free speech already are security. Rights and security are not antithetical; they are compatible. Government power and corporate profits fuel the rights versus security narrative that has dominated the U.S. and Europe since the introduction of the U.S. Patriot Act. To dislodge this dominant narrative, this panel has developed over the course of two years a human rights respecting definition of cyber security and a normative statement of policy recommendations for how cyber security policy should be written and implemented if it is to truly be secure, e.g. to protect human rights.
